Hot Cross Buns

INGREDIENTS
3 large EGGS, divided
3 cups bread flour
1/3 cup sugar
1/4 tsp. ground cloves
1/2 tsp. ground nutmeg
1/2 tsp. ground allspice
1 tsp. ground cinnamon
1 1/2 tsp. salt
2 (1/4 ounce) packets instant yeast
1 Tbsp. lemon zest
1 1/4 cups milk, room temperature
1/4 cup butter, melted and cooled
1 cup raisins
Glaze:
1/2 cup sugar
1/2 cup water
